Traffic Accidents: Stop and Look

I can understand Tom Cruise stopping at accidents because "[He] know[s] that [he's] the only one who can help", but why is it that everyone else slows down?

In the Twin Cities it's unbelievably bad how many people slow down to a crawl at the most trivial of accidents to gawk.

Please stop doing that.
