Another office delta

At the new place, nobody has any mission statements or any other corporate propaganda decorating their cubes. What's up with this place?
Why aren't there any laminated cards showing the leadership traits that everyone has, my favorite is integrity... because, well...let's just say that I believe it is very challenging for many manager managers to do what is asked of them and act with integrity towards those below them.
It comes out in conflicting messages. We saw that in the communications regarding offshoring and the mandatory intelligence tests at my previous company.
